For aid applicants

The Register of Agricultural Support and Agricultural Parcels contains personal, contact, and bank details of all persons who apply for European Union or state benefits through ARIB; as well as the data of applicants for import or export licenses or export refund certificates. Customers who submit tenders or request prior approval to participate in market management measures will also be entered in the register.

The following options are available for entering data in the register:

In the e-ARIB:

Please note! Foreign legal and natural persons (except e-residents) cannot enter their data in the Register of Agricultural Support and Agricultural Parcels in e-ARIB.

After logging in, you must first select the customer you want to represent.

In the case of a natural person, to add customer data, select „Kliendi andmed“ from the menu bar. In order to enter data in the register, select „Lisan andmed põllumajandustoetuste ja põllumassiivide registrisse“.

In the case of legal persons, a modal window will be displayed after the selection of the customer, where the following must be selected for entry in the register: „Soovin kanda andmed põllumajandustoetuste ja põllumassiivide registrisse“.

The application can also be submitted on a form, which must be digitally signed by the person entitled to representation and sent to an e-mail address kliendiregister [at] pria [dot] ee (kliendiregister[at]pria[dot]ee) or sent on paper by post to Tähe 4, Tartu, 51010.

Please note! In addition, foreign legal persons must submit a copy of an extract certifying the conduct of business in the respective country and a signed power of attorney on the representation of the company.

For a keeper of animals

If a natural person wishes to start keeping animals for the first time, a notice on the keeping of animals must be submitted.

If an operator wishes to engage in the following activities, either a notice of economic activities or an application for an activity license must be submitted in accordance with the table:

In the e-ARIB:

After logging in, you must first select who you want to represent and then select from the menu bar „Registrid“, select „Tegevuskohaga seotud taotlused ja teavitused“, then select „Alusta uut taotlust“. In order to submit a notice on the keeping of animals, select „Loomapidamisega tegelemise teade“.

Please note! Foreign natural persons (except e-residents) cannot submit a notice on the keeping of animals in e-ARIB.

After logging in, you must first select the customer you want to represent. You will then be presented with a modal window. If you want to submit a notice of economic activities, select: „Soovin esitada majandustegevusteate“. If you want to submit an application for an activity licence, select: “Soovin esitada tegevusloa taotluse“.

Rights of representation and authorisation

The rights of representation and authorisations included in the system of rights of representations and authorisations are valid for the use of e-ARIB, submission of electronic and paper documents, and direct communication.

The authorisations can be full, i.e. unrestricted or partial, i.e. restricted. Full or unrestricted authorisations give the right of representation to represent the customer in all ARIB-related operations. Partial or restricted authorisations give the right to represent the customer to the extent of the specified authorisation groups or their subgroups.

In the e-ARIB, customers can authorise and modify or terminate existing authorisations.

Please note! Foreign legal and natural persons (except e-residents) cannot use e-ARIB.

To view the authorisations, after logging in, you must first select the customer you want to represent. All services related to authorisations are under the menu point „Esindusõigused ja volitused“.

Power of attorney forms to be filled in:

  • You can find the form of the power of attorney to be filled in here.
  • In the case of partial authorisations, an additional form must also be completed.

To submit an authorisation:

  • The form(s) must be digitally signed by an authorised representative and sent to the e-mail address kliendiregister [at] pria [dot] ee (kliendiregister[at]pria[dot]ee).
  • The power of attorney filled in on paper / Annex 1 must be sent by post to Tähe 4, Tartu, 51010.

Public data from the farm animal register

See the report below for details of the animal register establishments.

The establishments are divided into four categories:

  • terrestrial animal establishments subject to registration;
  • terrestrial animal establishments subject to approval;
  • aquaculture animal establishments subject to registration;
  • aquaculture animal establishments subject to approval.

Establishments subject to registration handle activities which are subject to notification. Livestock and aquaculture establishments are always at risk of possible animal disease and therefore all establishments keeping animals of any kind, whether for commercial or domestic purposes, must notify their activities which are subject to notification. The activities subject to registration are those where the risk of possible pathogen spread is not low enough that it would be irrelevant to collect this information centrally in the farm animal register, but also not high enough that the person carrying out the activity would need to apply for approval or a licence before starting. The report also shows the establishments of operators dealing with animal by-products.

Establishments subject to approval are engaged in activities that require an activity licence. The activities subject to approval are those that pose a high risk to animal health and for which special conditions have therefore been imposed (e.g. on equipment and buildings, risk mitigation measures, specific training and professional qualifications of staff, or the need for specific supervision by the Agriculture and Food Board). As these are activities with a higher risk of spreading animal diseases, you need to apply for an activity licence to start these activities. The report also shows the establishments of operators dealing with animal by-products.


When using the report, please note:

  • The data are provided by the address of the establishment.
  • The data are submitted as at the previous day. Data are updated at 8 a.m. at the latest.
  • The data can be sorted by establishments subject to registration and approval and by terrestrial animal and aquaculture activities. 
  • The data can be filtered by activity, registration number of the establishment, or legal basis.
  • To remove a selected filter, click the delete icon next to the filter name, or click the same option again. To remove all filter options, click on the refresh icon in the filter window. 
  • The Power BI software used to display the report will automatically display certain data fields in the language that the user has set as the default browser language.
  • Depending on the browser language settings of the user, Power BI uses either a comma, a period, or a space as a separator in figures.
  • With a slower internet connection, the report may not display correctly (the report does not load). In this case, try refreshing the page.
  • Following the regular maintenance days of PRIA information systems, the data may be displayed as at the day before last.
